Impact assessment: People and Equality Impact Assessment for HMRC’s Locations Programme

An updated assessment of the potential equality and people impacts of HMRC’s Locations Programme.

As part of its wider transformation, HM Revenue and Customs (HMRC) is moving from its existing offices to 14 regional centres, 5 specialist sites, and 6 transitional sites that will stay open until 2027 to 2028.

The People and Equality Impact Assessment (PEIA) sets out the action HMRC has taken to mitigate impacts of the Locations Programme, including additional support it has put in place for employees.

HMRC has updated the PEIA regularly and will monitor the impacts associated with the second phase of the Locations Programme at regional level. This document includes:

  • what HMRC has done since 2021
  • how HMRC is supporting its people
  • diversity statistics
